Taiwan’s science department is planning to assent double-bind peer review to evaluate research grant proposals. At present, grant proposals include single-blind review where the name of the applicant is known but the reviewer remains anonymous. Chang Tien-Hsien, director of the Program for Promotion of Research Integrity says it is difficult to anonymize the grant applications. This would probably be a better fair practice as both the reviewer and author would be anonymous; there would be personal bias and conflict of interest.
